Arunachal Pradesh, ‘the land of dawn lit mountain’ is the largest state in the north eastern region of India, with an area of 83,743 Sq.Km. Geographically Arunachal Pradesh is bounded by Bhutan to the west, Myanmar to the east, China to the North and the plains of Assam to the South; stretching from snow-capped Himalayan range to the plains of Brahmaputra valley. There are four major river basins in the state namely Kameng, Subansiri, Siang, Dibang and Lohit river basin. As per comprehensive CEA/CWC (Govt. of India) studies, the Hydro power potential of Arunachal Pradesh is assessed to be around 67,000 MW. However, this huge potential is yet to be realised. Besides, the major river systems, the state is also blessed with numerous small to middle sized rivers with favourable Hydropower development parameters like available head, ample perennial discharge etc. viz the Tawang Chu, Nyamjangchu, Panyor, Sissiri, Kamle, Dihing etc. Additionally the state is criss crossed with small rivulets throughout its length and breadth, which are perennial in nature and provide ideal condition for developing projects in the category of micro/mini and small SHP. Hydro Power Development Corporation of Arunachal Pradesh Limited, came into existence in December, 2006 ‘under the Companies Act 1956 amended in 2013’ as a 100% State Government owned entity for harnessing huge potential of Hydro Power in Arunachal Pradesh. HPDCAPL is also the sole Corporate entity of the state in the field of Hydro Power Generation. It has 49 MW of various Small Hydro Power Projects at different stages of execution and is under progress for early commissioning. HPDCAPL has also singed 3(three) Tripartite Agreement with the M/s Jindal Power Limited viz.3097 MW (Etalin HEP), 800 MW (Attunli) in Dibang Basin and 1600 MW (Kamla HEP) in Subansiri basin wherein Govt. of Arunachal Pradesh is holding 26% equity in these HEPs through HPDCAPL. Er. Toko Onuj is the Chairman cum Managing Director of Hydro Power Development Corporation of Arunachal Pradesh. He is an Electronic Engineering Graduate of from Kamla Nehru Institute of Technology, Sultanpur (U.P) and is also the first person from North Eastern region of India to complete his Masters in Business Administration (Power Management) from National Power Training Institute, Govt. of India, Ministry of Power, Faridabad (Haryana).

Er. Toko Onuj has distinguished himself as the youngest professional Chief Executive Officer (CEO) of State Public Sector Undertaking in India at the capacity of Managing Director, Hydro Power Development Corporation of Arunachal Pradesh (HPDCAPL) at the age of 39 years (July’ 2012). Prior to this he was Officer on Special Duty (Power) to Honourable Chief Minister of Arunachal Pradesh. Further, on merit of his excellent services rendered, he was appointed as the first Chairman cum Managing Director of HPDCAPL on 11th June 2020 and is also the incumbent holder of the prestigious position. Since assuming the charge of Chairman cum Managing Director of HPDCAPL, Er. Toko Onuj has commissioned the first revenue model project of Arunachal Pradesh i.e., Sumbachu SHP. Under his guidance HPDCAPL is on course to execute another 49MW of power generation shortly. His entrepreneurial streak was also showcased by making HPDCAPL the pioneer organisation for converting renewables to carbon credits for further trading. Being very passionate on developing the Hydro Power Scenario in Arunachal Pradesh he envisaged, planned and is very sincere on executing the Mission 3000 MW by 2030, which he believes will be the springboard towards greater achievements.
